While the Senate unanimously approved a similar bill in January 2024—and the Massachusetts State Police subsequently decided to implement a blue envelope program in spring 2024—legislation codifying the program has not been signed into law. Should this bill pass the House of Representatives and reach Governor Healey’s desk for her signature, the program would become part of state law.
What the Bill Does
Ensures Envelopes Are Available to All. Blue envelopes would be available upon request to anyone with autism spectrum disorder, or their parents or guardians. Under this legislation, envelopes would be made available by the Registry of Motor Vehicles (RMV).
Lays Out Envelope Guidelines. Ensures each blue envelope will include guidance on how police officers can effectively communicate with a person with autism, along with space to store a driver’s license and registration. The law directs the state police to design the envelopes while working with the RMV, local police chiefs, and autism advocates.
