Senate President Spilka Applauds Governor Healey's Signing of Blue Envelope Bill
(BOSTON — 6/25/2026) Today, Senate President Karen E. Spilka applauded the Healey-Driscoll Administration’s signing of the Blue Envelope Bill, meant to improve interactions between law enforcement and neurodiverse individuals.
The new law establishes the Blue Envelope Program statewide, providing a standardized way for neurodiverse residents to communicate important information to law enforcement during traffic stops and other interactions.
The program aims to foster safe, respectful and effective communication, helping officers do their jobs while offering individuals and families added peace of mind.
"Thanks to Governor Healey's signature today, the Commonwealth has taken a key step toward every interaction between law enforcement and neurodiverse residents being safe, positive, and respectful," said Senate President Spilka.
"We have already seen the positive impacts here in Massachusetts, and by establishing this as a permanent program, everyone wins.
